Heather began her career in the 2000 on the Civil Service graduate entry scheme working for the Ministry of Defence, undertaking a number of roles including in HR, procurement and as head of corporate governance for the Royal Air Force.
In 2011, in her first senior leadership role, she entered into a jobshare partnership with Caroline.

From 2011 they spent the next five years leading work to modernise Armed Forces terms and conditions and wellbeing support, including the housing estate.
In 2018 they moved to the Department for Education where they led work to improve teacher recruitment, retention and development, including: leading the Every Lesson Shapes a Life Marketing Campaign; developing teacher and school facing IT and Digital Services (Apply, Teaching Vacancy Service) and transforming teacher CPD (introducing the Early Career Framework and reforming and expanding the provision of National Professional Qualifications).
Heather is a graduate of both the government’s Major Programme Leadership Academy, and Operational Delivery Excellence programme.
Outside of work she was a trustee and treasurer of a music charity for over a decade.
